I stated verbatim and with figures that there are approximately 3 million low-wage, low-skilled jobs for expatriates that are not in demand by citizens, compared to 1.6 million suitable jobs that the private sector should have allocated to citizens! If 85% of those suitable jobs had been localized, the job market in the sector would have witnessed an increase in localization to 29.7% (from 19.5% now), and the contribution would have increased. Citizen resources to approximately 4.0 million job opportunities (2.6 million currently))) 🚨🚨We must differentiate between several aspects to achieve better and more beneficial results for the economy and society. The most important point here is to consider the objectives of the Kingdom's Vision 2030 and the results that can actually be achieved, and on the other hand, what has been achieved by the parties involved in achieving those objectives!! The issue lies solely in the fact that private sector employers allocated 87% of these opportunities—over 4.5 million jobs—to expatriate workers, compared to only 679,000 jobs (13%) for Saudis. This contradicts the ambitious initiatives undertaken by the government—may God support it—to maximize private sector participation in promising local investment opportunities. Private sector employers must recognize their significant national responsibility: to increase their participation in the jobs created, they must also increase the participation of Saudi nationals in these new employment opportunities. There are approximately 3 million low-wage, low-skilled jobs for expatriates that are not in demand by Saudi nationals, compared to 1.6 million suitable jobs that the private sector should have allocated to Saudi nationals. If 85% of these suitable jobs were Saudized, the Saudization rate in the private sector would rise to 29.7% (from 19.5% currently), and the contribution of Saudi nationals would increase to approximately 4.0 million job opportunities (from 2.6 million currently). Private sector employers bear significant developmental responsibilities towards the goals of Vision 2030 and towards Saudi society. It is hoped that the Ministry of Economy, in coordination with other relevant agencies and with the participation of the private sector, will launch and lead an integrated system of policies and programs aimed at improving the labor market environment and linking it to the national economy. The main pillar of this massive project is a comprehensive and profound change in the decision-making methodology regarding job opportunities for owners of large, medium, and mega enterprises.

Even if some phenomena appear, they are very limited in scope, and the majority of those who engage in them do so because of the wealth and very high incomes God has bestowed upon them. Before I list the reasons from my perspective, it is essential to emphasize the importance of conducting a comprehensive and accurate study by an independent consulting body to determine the actual reasons for delayed or absent marriage, and then to formulate the necessary recommendations to address this very important developmental issue. (I would be honored to participate in the team working on this study, if they agree, and without any compensation; it is the least I can do to repay my beloved country.) From my experience and specialization in economics and sociology over many years, and according to documented indicators from the Statistics Authority and the Ministry of Justice, the most important reasons are (subject to error before being correct): First: The delayed age of entry into the workforce for males and the low level of wages. Later, after work, in contrast to the steady rise in real estate prices (whether the cost of purchase or rent, which will, God willing, subside with the great and blessed measures approved by His Royal Highness the Crown Prince, which aim to achieve real estate balance). Secondly: The steady and rapid rise witnessed by the real estate sector during the past two decades has led to a rise in the prices of many goods and services (the cost of living in general). The connection here comes from understanding the following sequence: "A rise in prices leads to a rise in rents and entering a vicious cycle where the rise of one of the two stimulates the rise of the other!! And then it will lead to a rise in the prices of goods, products and services (due to the rise in operating costs), and then all of this will lead to a rise in the cost of living." All of this happened in contrast to slower growth in wage levels, which created a gap that continued to widen with the accelerating rise in real estate prices and rents!! And this point specifically; Which I have been warning against and its effects since 2013 and thereafter, and thank God that His Highness the Crown Prince, may God protect him, confronted it with decisive decisions represented in what the Real Estate Balance Program carried out, which in turn will extinguish its flames in the next few years, and its effects had begun to materialize since the middle of last year.. Third: The steady rise in bank loans (specifically real estate), and its connection with the rise in the limits of monthly deduction to rates that reached 65% of income, contributed greatly to the inflation of real estate costs, both in purchase and rent, and it is hoped that the Saudi Central Bank will hasten to update the controls of these loans by reducing their monthly deduction rates to below 40% to 33%, as is the practice at the level of most central banks globally. Achieving this will contribute to raising disposable income after deducting loan repayments, and will also contribute to reducing real estate inflation and its resulting adverse effects, the most prominent of which were mentioned above. Fourth: The above does not mean moving towards raising wage levels, but rather towards appointing human resources to jobs that suit their qualifications, jobs that enjoy very appropriate wage levels. With the accelerated achievement of the objectives of the blessed measures for #RealEstateBalance year after year, this will result in higher marriage rates and many developmental indicators related to the accelerated improvement in the quality of life, God willing. 🕯️Some may see that the rise in women's employment and their financial independence has contributed to the decline in marriage, and this is a valid point, but it does not rise above the broader and greater reasons that have led to the decline in marriage or the reluctance to marry. Ultimately, as a mature woman who understands the importance of building a successful family, she will accept her life partner according to the Sunnah of God and His Messenger, if he fulfills most of her conditions, and one of the most important of these conditions is his financial ability. This brings us back to the first reason mentioned above! 🕯️ I will not elaborate further, despite the crucial importance of this developmental issue. I simply wanted to focus on the most important and prominent reasons, and also emphasize the importance of an independent consulting body conducting a comprehensive and thorough study of this developmental challenge, and submitting its findings and recommendations to His Royal Highness the Crown Prince, may God protect and preserve him. 🕯️ In conclusion, I hope that accuracy will be ensured, and above all, that the word will be spoken with integrity before God Almighty when addressing such vital developmental matters. This is what I have strived to uphold. If I have fallen short in this presentation, I seek forgiveness from God Almighty and repent to Him. If I have succeeded, it is by the grace of God, to whom all praise, thanks, and gratitude are due.
