The stolen funds must be returned to the citizens. An administrative ruling is insufficient, given the danger these individuals pose to future national security, the national economy, and the funds available for loans from Saudi banks. Companies harboring such thieves will ultimately go bankrupt, and national banks will be the victims. The national consensus is to halt the sale of private institutions to citizens through the Capital Market Authority under the guise of share subscriptions. The result is always the same: citizen shareholders lose their money, while the owners of these institutions and their relatives become extremely wealthy.
