I'm generally in favour of cuts in taxes, but it is not so easy to define the optimal level at a certain time. That said, we don't know the reasoning behind the proposal.

I'm not rich. I'm trying to invest to make a better life for myself and my family and I can't even sell stock I've held for over a year to reinvested another stock without paying at least 15% capital gains. The limits need to be raised, and yes, the house exemption needs to be raised too with the cost of housing currently.

Primary Residence Exclusion: You own and live in your home as your main res for at least 2 out of the 5 years before selling it, you can exclude up to $250,000 of profit (or up to $500,000 if married filing jointly) from your taxes.

Reducing capital gains taxes will make an insignificant dent in the inventory, on top of the fact housing sales are moving into a buyers market.
