Intel is seeking $20 billion on $100 billion of demand is factually incorrect. Intel officially announced a $15 billion underwritten public offering of common stock today. The "$20 billion raise with over $100 billion in demand" metric actually belongs to a recent Alphabet (GOOGL) bond sale, not Intel.... Adam help?

The oversubscription may be more important than the size of the raise. If Intel can increase the offering and still attract multiples of that amount in demand, the market is signaling that capital is available for semiconductor capacity — even before the operating turnaround is fully proven. The next test is whether that capital converts into competitive capacity and acceptable returns. Funding the turnaround

But strong demand does not remove the dilution question. The key is what Intel does with the capital and whether that investment produces returns above the cost of issuing new equity. Raising money is the easy part when investors are interested. Turning that money into sustainable earnings growth is the real test.
