There's nothing new here; I've written dozens of articles on the subject since around 2009! Despite the central bank's instructions to banks, the misinformation persists. This is the latest from a major source. The error is that the true cost of the loan is between 12.75% and 13.50% (not 7.16%) in this widely circulated example. There are other, much higher, actual rates.
