Russia Proposes $3,645 Annual Crypto Purchase Cap for Retail Investors, Limited to BTC, ETH and USDT The Bank of Russia has proposed rules that would cap crypto purchases by non-qualified investors at 300,000 rubles, or about $3,645, per year through each broker, crypto exchange operator or asset manager. Eligible assets would currently be limited to BTC, ETH and USDT, based on criteria including market capitalization, average daily trading volume and at least five years of overseas price history. Qualified investors would face no purchase limit for crypto traded on exchanges or OTC markets. All investors would be required to pass a risk assessment before trading, with public consultation on the draft open until August 24.

@WuBlockchain yeah but 3.6k cap per exchange not per year total, so you just open 5 broker accounts and you're at 18k, anyone serious already knows this. russia always does theater regulation 🐸

@WuBlockchain so they're basically admitting retail will work around this with 5 different exchanges. the cap does nothing except create compliance theater while the wealthy just use their accountant's structure.

@WuBlockchain This is the accurate version of a story a lot of accounts got wrong today. Proposed, not approved. Consultation open until August 24. Three thousand six hundred a year for non-qualified investors, and a test before you can trade. Detail travels slower than headlines.

Russia is basically saying retail crypto access is fine, but keep the leash short. The interesting part is the asset filter. BTC, ETH and USDT make the cut while everything else faces the chopping block. That could push Russian retail liquidity toward the largest crypto assets and make the "qualified investor" distinction even more important.
