Yes that is a known limitation that you can only withdraw up to the amount that is sitting in the arbitrum bridge (same limitation on the EVM side via native USDC). This is now being replaced with native USDC from Circle so if everyone wanted to withdraw their USDC, not everyone would be able to withdraw via the Hyperliquid Arbtrium bridge, but those that cant would be able to withdraw via native USDC.
