Apple rejected my app due to 4.3b spam (saturated) but Google accepted it for release. What do I do now?

Keep submitting to Apple. Ask chat to make sure you follow all the guidelines

If you don’t remedy the cause of the rejection then it will, yes. Fix then resubmit.
