5x Faster Base58 (24x faster on long strings)

Solana golang encoding & decoding just got a lot faster! Based on the fd\_base58 design with optimized encoding via radix tree. At FluxRPC we were seeing \~20% CPU time taken up purely on encoding, with this new pkg we are now seeing <2% allowing us to further push our performance & latency edge compared to legacy providers.     20% to under 2% is a massive drop, especially on something that shouldn't be the bottleneck in first place. encoding overhead like that adds up quick when you are processing millions of requests. radix tree approach is clever, I remember reading about fd\_base58 design and thinking someone would eventually take it further. nice to see it actually happen and with real numbers behind it.
